Single runes can be found anywhere they want in Diablo 2: Resurrected, starting in Normal difficulty through the Hell difficulty D2R Items. Runes can be plugged into sockets, as gems are, so they can be put into the socket of your gear to gain their effects.
However, the true magic of runes comes when you combine them in a particular order within an item.
