مددکارـــــــ خدمت اجتماعی ـــــــ رفاه اجتماعی
اگر ما تعریف اول رفاه را در نظر بگیریم می توانیم بگوییم که مددکاران یکی از کارگزاران سیاست های اجتماعی هستند مفاهیم دیگر شامل تامین اجتماعی و بیمه های اجتماعی بهزیستی و رفاه اجتماعی در بسیاری از موارد به جای هم به کار رفته می شوند و معادل رفاه اجتماعی است.
تامین اجتماعی مفهوم عام است که بهترین مصداقش چیزی است که در قانون اساسی در اصل ۲۱ تصویب شد. ولی وقتی از بیمه های اجتماعی مطرح می شود ابعاد خاصی دارد وقتی از بیمه های اجتماعی صحبت می کنیم دقت داشته باشیم که بیمه های اجتماعی حداقل ۱۰ آیتم دارد که یکی از آنها بیمه های درمانی است.
مجموعه ای از مقولات را شامل می شود: بازنشستگی، فوت، بیکاری که ایمنی به انسان می دهد وقتی دچار بیماری، نقص عضو و بیکاری شد مورد حمایت قرار بگیرد در قالب قرار دادی تحت عنوان بیمه های اجتماعی. بیمه هایی از قبیل : زلزله و آتش سوزی و بیمه عمر و… بیمه های خاص اند، بیمه اجتماعی نیستند.
